Two Delaware exams, not one

Delaware gives no combined exam: Property and Casualty are separate, each with a general part and a state part. Both state parts ask surplus lines, the guaranty association, premium financing and credit scoring. Property adds the FAIR plan and the declination and cancellation rules; Casualty adds auto insurance and workers' compensation.

What is left to the life and health page

License regulations, marketing practices and the Commissioner open both outlines and are drilled on the Delaware life and health page. Here trade practices appear only as they touch property and casualty claims and rebates.

  • An assigned risk auto policy carries a 10 percent surcharge, 50 percent after a drunk driving conviction, for three years (21 Del. C. § 2905).
  • Surplus lines brokers collect a 3 percent tax and file by March 1 each year (18 Del. C. §§ 1924, 1925).
  • Homeowner's nonrenewal on claims alone: 3 weather claims in 36 months, 2 others in 60 or 3 mixed in 48 (18 Del. C. § 4130).
