Five topics from the booklet
The Start from menu drills one part at a time: the exam and the certificate, duties and the pre-event check, theaters and performances, alarms, sprinklers and signs, fire emergencies.
Exam mode follows the notice
In exam mode the round is 25 questions long, the clock runs 38 minutes and the pass line is 70 percent, as the F-03 notice sets them. The department's test uses its own questions, which this site has not seen.
- The F-03 exam covers the entire shared booklet, including the theater section that the F-04 exam leaves out.
- Two thresholds to keep apart: safety personnel may be required from 75 people indoors and from 200 outdoors.
- A theater's logbooks and records stay on the premises at least 3 years (section 2.1).
Questions and answers
What is the passing score for the F-03?
At least 70 percent. The notice in the January 2026 booklet describes a computer test of 25 multiple-choice questions with 38 minutes allowed. If the department has posted a newer booklet since, its numbers replace these.
Are these the real F-03 exam questions?
No. This site has never seen the department's exam and is not affiliated with the New York City Fire Department. They restate the shared F-03 and F-04 booklet in new words and skip its sample questions. No certificate holder has reviewed them yet.
Which workers need the F-03?
The booklet ties the F-03 to one premises that holds a Place of Assembly Certificate of Operation, such as a theater, TV studio, stadium or terminal. Safety personnel may be required where 75 or more people gather indoors.
What is the difference between the F-03 and the F-04?
The F-03 is for a fixed premises with a place of assembly permit; the F-04 is for temporary events at different locations. The booklet says an F-03 passer may pay an added $25 fee for the F-04 without a second exam.
