How this list was compiled: Questions, answer choices and keyed answers are from the FCC Commercial Element 1 Question Pool (approved 25 June 2009; 144 questions, 4 subelements, 24 key topics), the file the FCC links from its commercial operator examinations page as Element 1: https://www.fcc.gov/sites/default/files/Element%201_0.pdf . fcc.gov could not be opened on 2026-09-19, so the file was read from the Internet Archive capture of that address dated 2025-03-20 (https://web.archive.org/web/20250320063725/https://www.fcc.gov/sites/default/files/Element%201_0.pdf); the archive recorded the same file, with the same digest, on every visit from 2024-04-06 through 2025-12-28. The examinations page (https://www.fcc.gov/wireless/bureau-divisions/mobility-division/commercial-radio-operator-license-program/examinations, page dated by the FCC March 6, 2024) was read from the capture dated 2026-02-10 (https://web.archive.org/web/20260210033816/https://www.fcc.gov/wireless/bureau-divisions/mobility-division/commercial-radio-operator-license-program/examinations). The rules cited in the explanations (47 CFR Parts 13, 80 and 87) were read in the Electronic Code of Federal Regulations bulk file for Title 47 at https://www.govinfo.gov/bulkdata/ECFR/title-47/ECFR-title47.xml, which carried amendments through September 14, 2026, on 2026-09-19. Checked 2026-09-19. Licence: The questions, choices and keyed answers are the published FCC question pool, which the FCC releases to the public so that candidates can study it (47 CFR 13.215). The pool file carries no copyright or reuse statement. The explanations are own work, written for this site. Nothing is taken from a prep company, a study guide or another practice test.

How it works

This unofficial FCC Element 1 practice test holds 143 of the 144 questions in the pool published for the Marine Radio Operator Permit. Pick a key topic under Start from, or press Exam mode for 24 questions with 18 to pass.

Licenses that need Element 1

47 CFR 13.201(b) lists Element 1 for six licenses. The Marine Radio Operator Permit needs it alone. The General Radiotelephone Operator License adds Element 3, so practice it next. The GMDSS operator licenses add Element 7 or Element 7R, the GMDSS maintainer license adds 3 and 9, and the radiotelegraph license adds Element 6 and telegraphy.

How the exam is drawn

The pool approved June 25, 2009 has 24 key topics of six questions. Each subelement heading reads "6 Key Topics, 6 Exam Questions", so expect one question from every key topic.

What this bank changes

Choices keep the pool's order. Question 1-23D2 is held back because it repeats 1-23D1, and "of the above" reads "of these". Where Part 80 has changed since 2009, explanations say "the pool's answer".

  • Practice without notes. The FCC's examinations page says books, papers, notes and study guides are not permitted.
  • Learn the two log retention periods as a pair: two years normally, three for distress entries (47 CFR 80.409).
  • Three VHF channels recur across key topics: 16 on 156.800 MHz, 70 on 156.525 MHz for DSC, 13 on 156.650 MHz.

Questions and answers

Is Element 1 the only exam for the Marine Radio Operator Permit?

Yes. 47 CFR 13.201(b)(3) lists the Marine Radio Operator Permit as Written Element 1 alone. The FCC's examinations page, dated March 6, 2024, gives it 24 questions with 18 to pass.

Are these the questions on the real Element 1 exam?

They are the FCC's published pool, and 47 CFR 13.207(b) requires each question set to use that pool. This page uses an archived copy of the FCC's file dated March 20, 2025, so ask your examiner whether a newer pool is in use.

Who gives the exam, and how long does a pass last?

A Commercial Operator License Examination Manager (COLEM) gives it, not the FCC. Under 47 CFR 13.211 it issues a Proof of Passing Certificate within three business days, valid for 365 days. Section 13.15 says the license itself is normally valid for life.

Does Element 1 have a time limit?

The FCC's examinations page publishes none, which is why Exam mode here has no clock. Under 47 CFR 13.211(b) the COLEM decides how each session is run, so ask yours how long it allows.
