How this list was compiled: Questions, answer choices and keyed answers are from the FCC Commercial Element 7 Question Pool (the file is headed "GMDSS-STCW-GOC-FCC-El-7: 2019"; 600 questions, 10 sections, 100 key topics), the file the FCC links from its commercial operator examinations page as Element 7: https://www.fcc.gov/sites/default/files/question_pool_7_0.pdf . fcc.gov could not be opened on 2026-10-02, so the file was read from the Internet Archive capture of that address dated 2026-03-20 (https://web.archive.org/web/20260320154337/https://www.fcc.gov/sites/default/files/question_pool_7_0.pdf); the file was made on October 6, 2021. The examinations page (https://www.fcc.gov/wireless/bureau-divisions/mobility-division/commercial-radio-operator-license-program/examinations, page dated by the FCC March 6, 2024) was read from the capture dated 2026-02-10 (https://web.archive.org/web/20260210033816/https://www.fcc.gov/wireless/bureau-divisions/mobility-division/commercial-radio-operator-license-program/examinations): it lists this file as the Element 7 pool and gives the exam as at least 75 out of 100 questions. License and element requirements were read in 47 CFR 13.201, 13.203, 13.207 and 13.215 at https://www.law.cornell.edu/cfr/text/47/13.201 and the pages beside it on 2026-10-02. Checked 2026-10-02. Licence: The questions, choices and keyed answers are the published FCC question pool, which the FCC releases to the public so that candidates can study it (47 CFR 13.215). The pool file carries no copyright or reuse statement. The explanations are own work, written for this site. Nothing is taken from a prep company, a study guide or another practice test.

How it works

The published pool is the study material, so this unofficial FCC Element 7 study guide holds 573 of its 600 questions. The GMDSS Radio Operator's License also takes Element 1. Press Exam mode for 100 questions with 75 to pass.

A GMDSS study guide by section

The pool has 100 key topics of six questions in ten sections, from system overview and FCC rules to satellite and MF-HF equipment. The Start from menu, under the question, narrows the bank to one section. After each answer, the source line names the question's key topic and pool number.

What this bank changes

Choices keep the pool's order. Twenty-seven questions are held back because each repeats the text of an earlier one. Explanations say "the pool's answer" where a keyed figure may have aged.

  • Sections I and J, satellite and MF-HF equipment, hold 42 of the 100 key topics.
  • Key topics 69 to 73 turn on number formats: dialing sequences, telex addresses and fax addresses.

Questions and answers

Is Element 7 the only exam for the GMDSS Radio Operator's License?

No. 47 CFR 13.201(b)(4) lists Written Elements 1 and 7, or a proof of passing certificate from a Coast Guard approved course. Element 1 is a separate 24-question exam with its own page here.

How many questions are on Element 7, and how many can you miss?

One hundred, and you can miss 25. The FCC's examinations page, dated March 6, 2024, asks for at least 75 correct. It publishes no time limit, so Exam mode here has no clock.

Are these the questions on the real Element 7 exam?

Yes: 47 CFR 13.207(b) has every question set drawn from the pool for its element. This bank follows the FCC's file as archived on March 20, 2026; an examiner can say if a newer one is in use.

Is there an FCC Element 7 study guide PDF?

The FCC's own pool file is a PDF, linked from its examinations page. On this page, Print prints questions from the set you are on, and a browser can save that sheet as a PDF.

How does Element 7R differ from Element 7?

Element 7R is the 50-question exam for the Restricted GMDSS Radio Operator License, for ships that sail only in sea area A1. It has its own published pool, and about a third of this bank's questions are also in it.
