How this list was compiled: Questions, answer choices and keyed answers are from the FCC Commercial Element 7R Question Pool (the file is headed "GMDSS-STCW-ROC-FCC-El-7R: October 2012"; 300 questions, 7 sections, 50 key topics), the file the FCC links from its commercial operator examinations page as Element 7R: https://www.fcc.gov/sites/default/files/Element%207R_0.pdf . fcc.gov could not be opened on 2026-10-02, so the file was read from the Internet Archive capture of that address dated 2026-03-20 (https://web.archive.org/web/20260320154342/https://www.fcc.gov/sites/default/files/Element%207R_0.pdf); the file was made on December 5, 2016. The examinations page (https://www.fcc.gov/wireless/bureau-divisions/mobility-division/commercial-radio-operator-license-program/examinations, page dated by the FCC March 6, 2024) was read from the capture dated 2026-02-10 (https://web.archive.org/web/20260210033816/https://www.fcc.gov/wireless/bureau-divisions/mobility-division/commercial-radio-operator-license-program/examinations): it lists this file as the Element 7R pool and gives the exam as fifty questions, at least 38 out of 50. License and element requirements were read in 47 CFR 13.201, 13.203, 13.207 and 13.215 at https://www.law.cornell.edu/cfr/text/47/13.201 and the pages beside it on 2026-10-02. Checked again 2026-10-03: every question, answer choice and keyed answer was compared with the archived file of 2026-03-20, the exam numbers were read again on the archived examinations page, and the license sections were read in the Electronic Code of Federal Regulations (https://www.ecfr.gov/current/title-47/part-13, text of 2026-10-01). Licence: The questions, choices and keyed answers are the published FCC question pool, which the FCC releases to the public so that candidates can study it (47 CFR 13.215). The pool file carries no copyright or reuse statement. The explanations are own work, written for this site. Nothing is taken from a prep company, a study guide or another practice test.

How it works

This unofficial Element 7R practice test holds 290 of the 300 questions the FCC publishes for the Restricted GMDSS Radio Operator License. Element 1 is the other half of that license. In Exam mode, 38 right out of 50 passes.

Who needs Element 7R

47 CFR 13.201(b)(5) lists the Restricted GMDSS Radio Operator License as Written Elements 1 and 7R. Section 13.203 limits Element 7R to ships that sail exclusively in sea area A1, which the pool defines as within range of a VHF coast station with continuous DSC alerting.

How the pool is laid out

Fifty key topics of six questions sit in seven sections: system overview, FCC rules, DSC and identity numbers, distress traffic, survival craft equipment, maritime safety information and VHF-DSC equipment. Start from, under the question, picks one.

What this bank changes

Choices keep the pool's order. Ten questions are held back because each repeats the text of an earlier one, and in two questions "None of the above" reads "None of these".

  • The full Element 7 pool lacks most of Section G, VHF-DSC equipment: 38 of its questions are not there.

Questions and answers

How many questions are on Element 7R, and how many can you miss?

Fifty, and you can miss 12, since the FCC's examinations page sets the pass mark at 38 of 50. No time limit is published there.

Is Element 7R the same as Element 7?

No. Element 7 is the 100-question exam for the full GMDSS Radio Operator's License. The two pools overlap: about two in three Element 7R questions have the same question text as an Element 7 question.

Are these the questions on the real Element 7R exam?

The exam is drawn from this pool: under 47 CFR 13.207(b) a question set must come from the pool for its element. The file read here is the FCC's own, in an archive copy of March 20, 2026, with ten questions held back.

Is there a GMDSS restricted operators PDF study guide?

The FCC publishes the Element 7R pool itself as a PDF file. This page gives the same questions one at a time, and Print puts questions from your set on paper.
