How this list was compiled: Examination: the exam page of the Utah Division of Professional Licensing (https://commerce.utah.gov/dopl/cosmetology/exam-information/) lists Nail Technician among its licensing exams, the examinations of the National-Interstate Council of State Boards of Cosmetology (NIC). The examiner's candidate bulletin for Utah (https://provexam.com/test-information/utah-cosmetology) lists Nail Technician at 110 questions, 10 of them unscored pilot questions, 90 minutes, passing score 70, and Nail Technology Practical at 149 minutes, passing score 70. Outline of the theory examination: NIC's National Nail Technology Theory Examination bulletin, effective September 1, 2025 (https://prov-testing.github.io/nic_cib/nail_technology_national_theory_english_2025.html): eight domains, from infection control and safety practices (15 percent) to nail enhancement services (20 percent). Facts: Utah Administrative Code R392-702, Cosmetology Facility Sanitation, last changed October 21, 2025 (https://adminrules.utah.gov/public/rule/R392-702/Current%20Rules), and the Cosmetology and Associated Professions Licensing Act, Utah Code Title 58, Chapter 11a, sections 302.20, 306, 501, 502 and 503 as in force on October 16, 2026 (https://le.utah.gov/xcode/Title58/Chapter11a/58-11a.html). How these questions meet the exam

Utah licenses nail technicians on NIC's theory and practical examinations. The theory outline gives 15 percent of its items to infection control and safety and 13 to nail service tools: the ground Utah's sanitation rule, R392-702, covers.

Where the questions sit

Twenty-five are on drill bits, electric files, manicure tables, paraffin, foot baths and whirlpool foot spas. Twenty-seven are on disinfectants, bleach, chemical storage, vapors and prohibited products. Ten are scope and license law. Nail anatomy, disorders, product chemistry and enhancement steps stand in no Utah text; the national manicure theory test on this site asks them.

  • A whirlpool foot spa is cleaned and disinfected before each client and again, screens and jets out, at the end of each business day (R392-702-8).
  • A foot bath or foot spa may never double as a handwashing sink (R392-702-5).
  • Removing the proximal nail fold with an e-file is unprofessional conduct (Utah Code 58-11a-501).
