MTLE Reading Teacher (Grades K–12): the two subtests

The MTLE framework, read October 13, 2026, weights Subtest 1 as Foundations of Literacy and Planning Literacy Instruction 38%, Assessment Tools and Practices 37% and Literate and Professional Environment 25%. Minnesota's Read Act in the questions

Ten questions rest on Minnesota Statutes. Nine are from the Read Act: its literacy goal, screening of grades K to 3 three times a year, the notice to parents and who oversees intervention (120B.12), and its definitions of fluency, oral language, progress monitoring, the literacy lead and the three-cueing system it excludes (120B.119). One gives the state's definition of dyslexia (125A.01).

  • Objectives 0004 to 0006 are assessment: how tests are built, how literacy assessments are given and read, and how the data shape instruction.
